Any player not holding an Ender Bolt sword will experience the wither effect, if within the radius of effect or by a chain reaction. The chain effect cannot be passed to armor stands, item frames, or items.
Mobs within a 1.6 block radius around a Ender Bolt affected mob will be withered. A mob affected by Ender Bolt will gain the wither effect for 8 seconds. A mob cannot reacquire the wither effect in this way for 5 seconds.

Usage

Attacking a mob with an Ender Bolt weapon will cause the mob to wither. Once a mob is withered, it can pass the wither effect to nearby mobs, creating a chain reaction. Additionally, tridents thrown in the ground will pass the wither effect to nearby mobs. The chain effect cannot be passed to armor stands, players, or non-living entities.

Technical Details

Mobs within a 1.6 block radius around a Ender Bolt affected mob will be withered. A mob affected by Ender Bolt will gain the wither effect for 8 seconds. A mob cannot reacquire the wither effect in this way for 5 seconds.
